There are two upper bolster bushings, a top one and a lower one. This bushing is the top one and it is on the vertical steering shaft, below the worm gear.

This is the seal for the vertical shaft that hooks to the steering arm, if your steering box leaks at the shaft you need this seal. The steering arm is located below the radiator and goes between the steering box and the tie rods.
